HIPAA Compliant Healthcare & Telemedicine Software Platform

Our client needed a secure, HIPAA-compliant telehealth solution designed to completely modernize the patient-provider relationship. Moving away from traditional, in-person clinical operations, their goal was to launch an advanced digital portal offering instant medical history access, web-based appointment scheduling, and live communication capabilities. Because their previous systems were disconnected, lacked proper security, and could not scale efficiently, they teamed up with Artesian Software Technologies to engineer a fully unified, robust platform.

We designed and delivered a comprehensive custom telemedicine application built on .NET Core, Angular, and AWS. The platform supports real-time video, automated scheduling, EMR integration through Mirth HL7, and a suite of advanced AI features including automated patient summaries via Claude 4.5 Haiku and voice-to-text processing using Speechmatics.

The Challenge

  • Inefficient Appointment Scheduling: Patients faced long wait times booking appointments manually, while doctors had no system to manage their schedules, leading to missed slots and double bookings.

  • Fragmented & Inaccessible Medical Records: Health records, lab reports, and prescriptions lived in disconnected systems, neither patients nor doctors could access the full picture quickly, slowing down diagnosis and treatment.

  • Manual Prescription Refills: Patients had to physically visit the clinic every time they needed a medication refill which is a slow, inconvenient process that added unnecessary burden on both patients and clinical staff.

Our Solution

  • Automated Healthcare Scheduling Engine: Developed a robust scheduling microservice to handle concurrent online bookings and real-time calendar synchronization, effectively eliminating manual overhead.

  • SignalR Telehealth Video Integration: Implemented WebSockets via SignalR for low-latency, secure video and chat consultations, with session logs stored securely for records compliance.

  • Mirth HL7 & FHIR Interoperability: Engineered a data integration pipeline using the Mirth Connect engine to parse and unify HL7 v2, FHIR, and CCDA standard messages from existing EMRs.

  • Claude 4.5 Haiku & Speechmatics Pipeline: Integrated Speechmatics for voice-to-text and Claude 4.5 Haiku to automatically generate structured patient clinical summaries.

  • Conversational AI Assistance: Deployed an enterprise-grade AI chatbot module directly inside the portal, providing patients and doctors with an interactive, model-driven conversational assistant.
